Security agencies assert Pakistan’s Inter‑Services Intelligence and Lashkar‑e‑Taiba orchestrated the horrifying April 22 attack in Pahalgam, resulting in 26 civilian deaths, including tourists, under directives from Pakistan’s political and military leadership. Investigators reveal two confirmed Pakistani nationals executed the assault on instructions from handlers in Rawalpindi, while a local network provided logistical aid.
Analysis of intelligence reports indicates that Hashim Musa, a former Pakistan Army para‑commando turned LeT operative, along with accomplice Ali Bhai, infiltrated Kashmir in late 2023. Both attackers carried out precision strikes, reportedly targeting individuals based on religious identity, with survivors stating gunmen questioned victims’ faith before opening fire—a chilling tactic mirroring earlier incidents.
Sheikh Sajjad Gul, head of The Resistance Front—a LeT proxy—has been identified as the architect of the attack. Intelligence links communications and directives from Gul’s Rawalpindi base to the operation in Pahalgam. The Resistance Front had initially claimed responsibility but later retracted, amid mounting evidence tying it to LeT.
The National Investigation Agency also disclosed that the conspiracy was forged at LeT headquarters in Pakistan, with ISI operatives providing key logistical planning and operational guidance. These findings support earlier assertions by security sources that the plot emerged from the synergy of ISI and LeT leadership under Pakistan’s military-brass direction.
In immediate response to the atrocity, India launched Operation Sindoor on May 7, delivering targeted strikes via drones, missiles and long-range systems on nine terror camps within Pakistan and Pakistan‑occupied Kashmir. National Security Advisor Ajit Doval emphasised the operation’s precision—no collateral damage on the Indian side—and asserted that over 100 militants were neutralised.
Diplomatically, India labelled the assault an “act of war” and severed water‑sharing mechanisms, suspended diplomatic ties, closed borders and restricted airspace for Pakistan. Pak retaliated by abrogating the Shimla Agreement, halting trade, and mobilising troops near contested regions. The crisis escalated into armed skirmishes along the Line of Control until a ceasefire was brokered on May 10.
On the domestic front, Jammu and Kashmir Lieutenant Governor Manoj Sinha accepted responsibility for security lapses leading to the Pahalgam tragedy and announced the launch of Operation Sindoor as a deterrent against future infiltrations.
Commentators warn that Pakistan’s military-intelligence nexus may have pursued the attack to disrupt Kashmir’s fragile stability, internationalise its narrative, and undercut burgeoning tourism in the valley. External Affairs Minister S Jaishankar attributed ideological influence to Pakistan Army Chief Asim Munir, indicating that the extremist outlook fostered next-level militancy.
Global powers, including the United States, have affirmed India’s right to defend itself, while urging restraint on both sides. United Nations forums, including the 1267 Sanctions Committee, received evidence from India identifying The Resistance Front as a LeT proxy and requesting its UN designation.
Security analysts caution that the operation marks a pivotal moment in South Asia’s strategic landscape. The confluence of state-level sponsorship, sophisticated planning and cross-border execution signals a troubling escalation in terrorism’s evolution. Within India, the Pahalgam massacre has prompted a reappraisal of both external defences and internal surveillance capabilities, particularly along vulnerable pilgrimage routes such as the Amarnath Yatra, which resumed under unprecedented security measures following the attack.
The Pahalgam attack underscores the persistent threat posed by state-supported terrorism and the complex interplay between regional geopolitics, militant proxies and civilian vulnerability in Kashmir’s contested theatres. The unfolding diplomatic and military responses reflect both the severity of the incident and the intensifying contest for control and legitimacy in the region.
