Deliberations to finalise the composition of Bihar’s new NDA government have intensified, as the Bharatiya Janata Party and Nitish Kumar’s Janata Dal ) seek to assert control over the crucial role of Assembly Speaker. A meeting scheduled for Tuesday in New Delhi is expected to focus on this issue, with both parties vying for key ministerial allocations and the Speaker’s post, which holds considerable influence in the state’s political landscape.
The negotiations come in the wake of the NDA’s successful formation of a government in Bihar following the recent state elections. While the JD, led by Nitish Kumar, has held the position of Chief Minister, the BJP is pushing for greater representation in the state’s power-sharing arrangements. The role of the Assembly Speaker, a position that is typically seen as neutral, is now at the centre of the dispute, as both parties aim to secure control over the legislative process.
The Speaker plays a pivotal role in managing the day-to-day affairs of the state legislature, including maintaining order during debates, overseeing the passage of bills, and ensuring the smooth functioning of the Assembly. As such, the position is vital for both coalition partners, as control over the Speaker’s office could tilt the balance of power within the legislature. The BJP, which emerged as the single largest party in the 2020 elections, sees the role as crucial to its ability to influence legislative proceedings.
On the other hand, Nitish Kumar’s JD has maintained that the Speaker’s position should remain with them, citing the longstanding tradition of their party holding the position in Bihar’s political history. JD leaders argue that as the chief coalition partner and the party that has held the Chief Minister’s post for several terms, they should be entitled to retain control of the Speaker’s office. This stance has led to sharp negotiations with the BJP, which is seeking a more equitable distribution of power.
The meeting in New Delhi, where top leaders from both parties are expected to participate, will be a crucial moment in finalising the coalition’s power-sharing agreement. Discussions are expected to extend beyond the Speaker’s role, with key ministerial positions also on the table. Both parties are keen to secure key portfolios that would allow them to consolidate their influence in the state’s governance.
At the heart of these deliberations is the balancing act between the BJP and JD as they attempt to work together in the formation of a stable government. Despite their ideological differences, the two parties have found common ground in their shared opposition to the RJD and its alliance with the Congress party. However, the ongoing tussle over the Speaker’s post reflects the challenges of managing a coalition that includes parties with differing priorities and political cultures.
Observers have noted that the outcome of these discussions could set the tone for the functioning of the new government. The Speaker’s office is not only about legislative duties but also serves as a key political lever in the relationship between the ruling coalition and opposition parties. As the Speaker presides over the Assembly, their influence can shape the success or failure of the government’s legislative agenda.
The BJP’s push for the Speaker’s post is not just about legislative strategy but also about political symbolism. Having recently experienced a decline in its foothold in Bihar after Nitish Kumar’s switch to the NDA in 2017, the BJP is keen to assert itself in the state’s political institutions. Holding the Speaker’s post would provide the party with a strong institutional presence in the state Assembly, reinforcing its status as a dominant political force in the region.
