A court in Budgam has issued a formal proclamation notice against Hizbul Mujahideen chief Syed Salahuddin, directing him to appear within a month in connection with a 2002 murder and Arms Act case. Failure to comply will initiate proceedings to declare him a proclaimed offender.
The proclamation, dated April 10, indicates that the investigating officer made exhaustive efforts to locate and arrest Salahuddin but was unsuccessful. It is reported that Salahuddin is currently residing in Pakistan-occupied Kashmir.
Syed Salahuddin, born Mohammed Yusuf Shah, fled to Pakistan in 1993 and has since been operating from there. He leads the Hizbul Mujahideen and chairs the United Jihad Council, a coalition of approximately 13 Pakistan-based militant groups focusing on Kashmir. In October 2020, he was designated as an individual terrorist under the Unlawful Activities Act by the Indian government. The United States had earlier designated him as a Specially Designated Global Terrorist in 2017.
